§ 1-106. Finance and taxation—All taxes and levies continued.

All existing tax ordinances levying taxes and all resolutions setting levies and imposing taxes shall remain in full force and effect without reduction unless and until specifically revoked, repealed, or rescinded, and any conflict with existing levies and levies set out in Chapter 8 shall be controlled by existing levies when, if applied, Chapter 8 would reduce or eliminate any existing taxes, as it is the intent to codify existing levies.
